No honking. Because it annoys me. Except maybe some police sirens. I didn't silence any honk sounds that had "police" in their name.
And yes, this means V cannot honk either. Well you can, but it's silent. It's not like hoking does anything anyway.

UNINSTALL
Remove NoHonking folder from your game's mods folder.
