Its a mod to make cracking software chips in Neuralware - Chipware Expansion easier
I edited the init.lua file to make cracking easier. If the breach times decrease too much save the game and load that save file, it should reset it (or immerse yourself in V getting too tired for hacking breaches). If you dont like the minigame there is a cheat version too.
