GENIUS GOD SindolY3K MADE ALL OF THIS!

1. Converted Pigtails hair over to the UUH4V framework so that they are unique only to the player and don't change NPC hair meshes

2. Some minor improvements such as cleaning up the unused buffers on the pigtails hair as well as adding the hair bands accessories to the actual hair mesh itself instead of them needing to replace a clothing item to use them

3. Properly rigged them to the head bones so they don't randomly detach from your head when riding a motorcycle and stuff

4. Created optional archives for all the different accessory colors in case you wanted the pigtail bands to use different colors

5. Fixed pigtails so they cast shadows and use path traced shadows in photomode
