Some minor consistency and balance tweaks to cyberware.
Name Changes:

[]Basic Kiroshi Optics renamed to Kiroshi "Spectre" Optics (for consistency with other optics)[/]
[]Kiroshi "Doomsayer" & Kiroshi "Sentry" Optics renamed to Militech "Doomsayer" & Militech "Sentry" Optics (for consistency with the item icon and for more variety)[/]
