How to obtain
Once you finish Johnny's side quest (sq032), he'll give your V his tank top and the dogtags. If you have finished that quest already, the dogtags will automatically be added to V's inventory (Huge thanks to DJ_Kovrik for the coding part with new dogtags quest fact check).
If you don't wanna do the quest, there is the CET code:

Equipment EX compatible
Face slot by default. You can select any other slot with Equipment EX mod
How to install
1. Download and install Required mods (ArchiveXL, RED4ext, TweakXL and Redscript)
2. Choose which equipment area you want to use
3. Extract zip into Cyberpunk 2077 folder.
If you don't want to install Required mods, you can use Inuktiplater's replacer
