Once I saw Rita Wheeler and the other Plastic Skin characters, I went looking for a way to get that look for my characters. Except for one mod that had makeup and Cyber-Eyebrows baked in, all the mods I found that had enough gloss had ... lumpy faces (males and females) or bodies (males).

Looking through an older mod with a smooth face, it looked like the author made a custom normal for the face and body, as well as custom face and body materials.

I didn't do that. Instead I found smoother normal files (face and body) already in the game and edited the mesh files to point to them, and to use the .mlsetup files in-game for plastic skin. Phantom Liberty is not required, nor is any other mod or DLC, in order to make sure that players without it could use the mod.

The options from this mod replace the lightest and darkest skin options with a pale or dark plastic skin.

The male's face, arms, and torso are smoothed out, and the female's face is smoothed as well. Gorilla, Launcher, MonoWire, and Mantis Arms Cyberwares are (optionally) glossy for those 2 skins as well. The naughty bits are shiny too, though I couldn't find a smooth normal for a vagina for the male mesh that also fit without a seam, so it's bumpier than the rest of the skin.

This is NOT made to work with KS UV Framework, texture replacers or body replacers, though texture replacers might work anyway (kinda pointless if you're going ot use this, buy I'm not you). Sorry.

The blue eyes in the title pic are not included in the mod, if you want them, get them where I did: Endless Eyes

Appearance Change Unlocker and CET Underwear Remover might be handy to use here, and if you don't want to use these CyberArms Try Alvaria's Cyberarms

Known issue: body seams at the shoulder, wrist and the crown of the head are beyond my abilities to fix. I ain't an artist or modeler, just a file-modder.
