This is basically what I did to make my Custom Breast Jiggle Physics mod. I don't really wish to develop it any longer, because it's 100% trial and error, and people have different tastes.

I enabled jiggle physics for photomode and fpp/tpp with Breast Jiggle Physics - enabled for TPP - FPP and Photomode which was my initial goal, and I'm happy with it.
