Just go to your cyberpunk main directory folder:
Cyberpunk 2077\engine\config\platform\pc - find a rendering.ini, open with any text redactor and add:
DistantFog = False
VolumetricFog = False
OR
If you want a DistantFog only removed, just add instead
DistantFog = False
VolumetricFog = True
