If you have fps issues delete the 'user.ini' file and download an older crowds ini tweak.
This ini tweak is heavily based on a few well known tweaks with some adjustments for my hardware, thought I would upload since I cleaned it into 2 compatible files instead of the mess I once had in that folder and makes these tweaks work a bit nicer with each other.
This DOES have ASYNC enabled as I get slightly better performance from it but you may want to go into the ini file with a notepad and just add (without quotations):
