After a northern victory in the Vietnam War, tensions remained high between the United States, China, Vietnam and, to a lesser extent, the Soviet Union. In 1977, the People's Republic of China and Socialist Republic of Vietnam signed a treaty of cooperation, despite US protests. In 1978, a border conflict between Vietnam and Cambodia saw extensive Chinese involvement and support. Little more than a year later, the PRC, SRV and USSR agreed to increase military cooperation between the three countries, which also saw a major arms deal of some of the latest Soviet equipment being both sold and deployed to both nations. Fearing a total loss of its allies in the region, the United States has ordered the Dwight D. Eisenhower Carrier Strike Group into the region to conduct a limited strike on Vietnamese and Chinese infrastructure, in preperation for a landing on Hainan Island for a punitive campaign.
