Leugi's Government++: Legacy Governments

(Updated for 1. 4. 1. patch!) Adds several Triumphs to allow you to unlock Legacy Governments which have stronger Bonuses from a Government from the previous age. Requires Leugi's Government++: Flavour Changes. The idea of this mod is to be able to keep some of the more unique bonuses like Wonder Production and Food Generation in future ages. It also helps if you are playing with a more role-playing focus and want to do stuff like keeping your Divine Succession as a Sultanate when playing as Ottomans or similar stuff. Since they require Triumphs and are Dedications, they receive stronger bonuses than regular governments, and the Traditions they unlock are also upgrades over the previous ones, which can help a lot in making those Traditions fit the later ages more.
