Navigable Rivers for Tecumseh (and other start bias tweaks)

WHAT IT DO > Tecumseh has been given a Navigable River start bias > Pachacuti's Mountain start bias has been increased from 20 -> 1000 > Hatshepsut's Navigable River start bias has been increased from 20 -> 1000 WHY IT DO Tecumseh is a city-state leader. His associated civ, Shawnee, is a city-state civ - but also a Navigable River civ, that debuffs cities not built on Navigable Rivers. Tecumseh has no ability to guarantee a Navigable River outside of playing Egypt. ... UNTIL NOW. I played with giving Mississippi a Navigable River bias too (come on, it just makes sense) but found it a flat nerf in game, since Navigable Rivers can't have resources for Goose Societies. I think this is an elegant solution that preserves the power of Ashoka / Ben Mississippi but lets you also play Greece -> Shawnee without ripping your hair out on age transition. I also used Isabella's hilarious 1000 Natural Wonder start bias weighting to dramatically increase Pachacuti's Mountain bias and Hatshepsut's Navigable River bias. THIS DOES NOT 100% GUARANTEE YOU'LL SPAWN WITH THEM, NO REFUNDS! - Isabella only spawns with a Wonder like 80% of the time. But 80% is much more R-key friendly than pitiful vanilla Pachacuti I'll tell you that much. And the game will still do that stupid thing where it gives you like 1 single tile of Navigable River or 1 lonely Mountain, no way around that. But it should stop civ start biases being prioritized more than those key leader ones.
