Delay Raze Penalties

Razing cities should be the appropriate counter-play to forward settling opponents, but the war support penalty means the choice to raze a city will make you worse at all wars for the entire of antiquity. This mod is is a balance tweak to the game that lets you raze a city or two before the AI's assume you are some kind of genocidal maniac! First two cities do not cost war support, but the third and fourth will cost one war support extra, as not to impact the balance around actually becoming a warmonger. Note: Text has been updated in game to reflect this change, but does so in English at the moment.
