City District Upgraded: A simple mod changing the city district into a more unique and key one. I personally felt it was a little odd to have a distinction of district type and not have anything unique about it. This should be a " balanced" method of making the city district unique . Thus City District now holds 4 total slots, instead of the 2. One being taken by the city building. So Player/AI get 3 Slots to work with on city tile. Features:
