Shields Down Fix

Fixes "When Shields Are Down" Skills not activating when a class mod reduces your shield capacity to a very low number

Internally, these skills check for if your Shield Capacity is over a certain number(usually either 10 or 5) in addition to checking if your current shield is at 0 to determine if you get the buffs, to avoid letting you just go commando to always get the bonuses, This mod changes it so that these skills instead check for if your Shield Recharge Rate isn't 0, since no item directly buffs it numerically instead of by a percentage, and therefore there is no way to get it above(or below) 0 without a shield. In order to allow the rough rider to continue doing what it does best however, i needed to overwrite part of it, so if you run into an issue with another mod that modifies the rough rider, that's probably why
