Cooloff Accessory

Adds an Ammo Regeneration/Costless Accessory for every weapon type in the game, replacing the Accuracy Accessory for each.

Cooloff Accessories have reduced damage, but in return regenerate ammo for their own ammo type and do not have ammo costs themselves, allowing you to "cool off" when you're low on ammo and still have something to kill with

Of note is that Tediore and Bandit weapons have special handling to offset the fact that their main gimmicks(Throw Reloading and Giant Magazines) are nullified

Tediore cooloff weapons have increased fire-rates, whereas Bandit cooloff weapons regenerate ammo faster.
