Makes the Evil Smashers reload effect be guaranteed and adds some options to change the buff amount, duration, and if there's a visual indicator of it being active.

Dlc Requirements:

- Probably doesn't need any dlc, just that I've only tested it with every dlc. Only changes the Evil Smasher

- Effect Duration: Normally the Evil Smashers effect lasts till the next reload and this changes it to be timer based.

- Effect Buffs: How powerful the buffs are. The highest is its vanilla buffs.

- Effect Indicator: If theres an icon when the effect is enabled, similar to kill skills showing up while active.
