Overhauls the Spell Savant feature

Changes Spell Savant to match the DND 5R rules, in the 2024 Player's Handbook:

- Level 2: Cost reduction for scroll learning removed

- Level 3: Learn 2 spells from the chosen subclass's school of magic that are on the Wizard spell list of 2nd level or lower

- Level 5: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 3rd level or lower

- Level 7: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 4th level or lower

- Level 9: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 5th level or lower

- Level 11: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 6th level or lower

- Level 13: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 7th level or lower

- Level 15: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 8th level or lower

- Level 17: Learn 1 spell from the chosen subclass's school of magic that is on the Wizard spell list of 9th level or lower
