Conditions apply. This only applies to the combat encounter in the Lower City Sewers in Act 3. If you kill Roah on her first turn in combat, she will not actually escape.
In the vanilla game Roah can be found in Act 3 making a deal in the Abandoned Cistern. As soon as the player enters the area everyone there will turn hostile, and Roah will attempt to escape. If she does manage to escape, you will meet her again at the Guildhall.
However, in practice Roah frequently fails to escape. I have never seen her successfully escape without metagaming; essentially just waiting through all her turns until she finally leaves.
This mod makes sure that she will almost always be able to escape, and you don't miss out on her big scene at the Guildhall.
