This mod replaces Evie Frye with Nellie and allows you to play as her in the DLC Jack The Ripper.
Installation in dlc_21 ➞ DataPC_21_dlc.forge
If anything, Nellie face textures are loaded after loading London, not in the main menu.
And there is hood animation in this mod, I can't disable it unfortunately.
