If you wanted the real file inside bootstrap, use the patch version, and then inside 56_-_EconomicSystemSettings there will be the data that responsible for this storage so you can modify or if you want you can move it back to bootstrap again (you need to change the number tho).

if you also have another patch mod just change the number in front

- Level 3 increased from 2000 to 2500

- Level 4 increased from 2500 to 5000
