Voice Macro is a free voice command tool, I've created a basic profile to use with Arma 3. this profile will allow you to do many of the commands in game using your microphone.
VM uses windows voice recognition, and as such is trained as you use it. its free and easy to use.
Once you have Voice Macro installed, just import the arma 3.xml file as a profile into it and keep the program active while playing.
I honestly don't know much about the program, so I cannot likely help with any issues you have. worst case scenario... delete it?
