Cheaper ship mods

Change mods to cost 1 of their required resource instead of 3 where applicable.

For example, instead of a weapon mod costing

3 High Energy Catalyst

1 Tuning Software

1 Basic Weapon Chamber

it will now cost

1 High Energy Catalyst

1 Tuning Software

1 Basic Weapon Chamber

• []I saw the other mod that reduces the cost of ship mods, but I didn't want to completely remove the task of gathering modding materials, hence I made this mod

  []My game install uses this mod to remove modding RNG, hence my screen shots show no variance on the ship modding screen (e.g. 30% to 30% effect range)
