GS QoL - Jump and Wait

TLDR: Adds a "Jump and Wait" order to the right-click menu on gates and highways. Ships jump through, then switch to idle.

What

Adds a "Jump and Wait" order to the right-click menu on gates and highways. Ships jump through, then switch to idle.

Why

Vanilla "Fly and Wait" doesn't allow jumping through gates to unknown sectors, requiring the use of the "Explore" command. Problems with Explore:

- Never really completes but scout is not immediately recognizable as idle. Might lead to a growing collection of forgotten scouts.

- Sends the ship roaming through potentially hostile space, which isn't known at the time of issuing the order.

Performance impact

None. Event-driven, no background activity.
