Downpowr city track mall layout tweaks and fixes

Rework mod for the layout 8 Downpour City Mall and Reverse, aiming to make one of the most elaborate circuits more enjoyable and less frustrating. This involves reducing the excessive solid objects and improving circuit clarity to create more exciting races against AI opponents. The mod should be placed below the TVTP2 mod to apply correctly.
