15° Chase Cameras - No Zoom

This mod changes the camera angles for the 3 modi from 5°, 4. 25° and 5° to always 15° to allow you to see what's infront. In addition the offsets got reduced from -1, 1 to -0. 25, 0. 25 respectively. This is a global change for all cars and the other camera modi remained untouched as I do not use those. Removed the default changes to the Field of View at low speeds.
