Faster Cooldowns

Lowers cooldowns on consumables to 1 second.

This is currently split into player and ship consumables separately.

I can do multipliers in the future if there's enough demand for it. (It's a float and I could probably set it down to 0. 01 or something, but 1. 0 (1 sec) seemed good enough.)

    Installing

    • []For SP: Extract into `R5\Content\Paks\~mods`. (Either directly, or in a `~mods` folder; it doesn't matter.)

      []For MP: Extract into `R5\Builds\WindowsServer\R5\Content\Paks`. (Either directly, or in a `~mods` folder; it doesn't matter.)

    Yeah, that's it. (You could put it in both spots, it really doesn't matter.)

    Load order for IOStore packs is whichever loads first wins.

    (I have not tested MP and have no plans to play in MP. If it works there, great. If not, oh well.)
