Adjusts the faction reputation gains provided by Blackbeard Insignias. Easier x2 - x3 or Harder x2
Easier x2 = Each insignia gives 2x more reputation
Easier x3 = Each insignia gives 3x more reputation
Harder x2 = Gives 2x less reputation
For example, the Old Salt Insignia originally gives +80 reputation.
Harder x2 reduces this to +40.
Easier x2 increases it to +120 instead of +80.
