Better Human Player Base Attacks

Important: Both the client and the server must have this mod in order for it to work, because it edits the perks.lua which has to be the same in order to display new perks!!! This allows human players, "if they have the perk and the money," to launch higher level base attacks. What this addon does is it adds a new perk for players called Better Base Attacks. If you take said perk you will be able to launch leveled base attacks like the AI. You will need the money in order to launch said higher level base attacks.
