[OTS] Officer Training

NOT SAVE COMPATIBLE This mod simply reworks the Officer Skill chance. Inspired by the mod Language Barrier. Adjusted to my own desires. Does away with the skill "runner" entirely, as well as all language skills except Linguist. increase chance of skills like Expert and Specialist. Actual Data Sheet in pics, above __________________ I tried and tried to develop individual mods for each skill to make certain your next officer would acquire a particular skill, but the way UBoat save games operate I was unable to achieve it. So this mod and mods like Language Barrier will have to do for now. Hopefully we will have some sort of "Officer Training" in the game eventually. If You Want To Force Skills If you would like to have certain skills for certain officers regardless, see the SPOILER picture above. Only view if you would like to cheat.
