No blinking i

When you think what to do next and no operating for a while (60s), the top-right "i" icon will start blinking, just annoying.

This mod stop this.

Also slightly delay tooltip display (the info following your mouse), may reduce a little CTD  I think.

How to use:

unzip and put .pack file to you gamedir/data directory.

start game. ( Manager is not needed, and won't display.)

同时轻微延缓信息条出现速度（跟随鼠标的提示），个人认为可能会减少一点点闪退几率。

解压将.pack文件放到 游戏目录/data 文件夹。

启动游戏。无需管理器，也不会在管理器中显示。
