The idea was to make skill trees more meaningful and skill point gain more relevant.
Its also a difficulty bump because of the slower progression.
Currently it should effect Campaign Lords and Heroes.
It should not effect scripted events or scenarios.
So I cannot guarantee that it wont brake at some point.
