You begin on the 2nd highest level, and will probably want to expand to the other levels gradually. There is 30 scrap metal accessible with some scaffolding that isn't soaked in bad water, and a little over 100 scrap metal that becomes accessible once a drought hits; beyond that, there's a ton of scrap metal inside pools of badwater, and multiple underground ruins that should satisfy all your metal needs.
