Lowers the cost of high end tinkering

[]Lowers the cost of tinkering from level 13 and up. Original cost is 1,000,000 bits from level 16 and up. My mod caps it at 100,000, starting at level 13. See screenshot for details on this. Your cost will still be different because it is on a scale, with the exception of the true 500 and 1000 versions.

[]Repair costs bits instead of armor or weapon parts! Tinkering still costs bits, don't know how to change that (yet). This also has the tinker cap at 2500 from level 7 and up. No reason, it's just the file I happened to be messing with and didn't bother switching to the original.
[]Tinker scale is 500 for all levels. Scale removed so it is truly 500 for every upgrade level. Unsure of the affect of higher science skill.
