OFFICIAL DLC content is just skin that you can see, but tech should be functional even without DLC. WORKSHOP CONTENT is needed to load techs, if you do not want to subscribe on workshop content then find savegame in this collection and use that one, as loading that savegame will rebuild all tech without missing blocks.
