The mod doesn't have fully scripted set up, but does do rubble placement (biggest hassle), public buildings (not placed on board), scoring tiles, plus more. It's important you check the "Setup Notes" in the notebook for information on what you need to do before clicking buttons. While it isn't vital for gameplay, the cards will slide under the player boards if you want. If there's anything wrong, you broke it.
