Blanka is next in the Specter Series. The weaponization of the "loose cannon" or the individual who attacks first, asks questions later is a staple for many governments of the world. It's easy, get an individual or organization that doesn't mind violence, maybe they already have a chip on their shoulder for whatever reason, and point them in the general direction of whoever or whatever you want completely destroyed.
