Non-failure electric lamps

Description : Add non-failing electric ceiling lamps and electric wall lamps to the game. A menu will be added to the "Light and Heat" tab when new research is completed. These new electric lights do not break down over time. But, it is not non-destructive. They can be attacked by the enemy or damaged by accidental fire from survivors, causing them to malfunction or stop functioning.
