These chances happen after the game has already rolled a random scroll drop.

[]Legendary Enchantment Scroll: 0. 05% per random scroll roll. Price: 2500. Not directly stocked in shops right now.[/]
[]Blessed Scroll: 0. 01% per random scroll roll. Price: 4500. Not directly stocked in shops right now.[/]
So Blessed is genuinely tiny: if an enemy has a 33% scroll-drop chance, the real Blessed chance from that enemy is 0. 0033%, about 1 in 30,303 kills.
Where They Can Drop
They can appear anywhere the game uses its vanilla random scroll function. Current confirmed places:

Bandit mage types:
Hired Sorcerer Pyro 15%, Hired Sorcerer Electro 15%, Magehunter 15%, Arcanist 25%, Geomancer 25%, Electromancer 25%, Pyromancer 25%, Warlock 25%, Witch Hunter 33%.
Containers:
The two witch house containers that generate 1-2 random scrolls can roll these too.
