Better Fanatic Ethics

This mod tries to address a longstanding issue where picking 3 non-fanatic ethics was always better than going fanatic. You would either get extra edicts, living standards and extra buildings if you did not take any fanatic ethics. The base bonuses of the ethics have not been touched since they just double the base bonus, which is great. In order to improve this i did have to make changes to some non-fanatic ethics as well, so everything felt nicely balanced. Certain ethics also get a extra starting districts either to make up for starting with a extra factory/foundry or to make up for having horrible starting buildings like Strongholds and Precinct Houses. The extra edicts added to Fanatic Ethics do cost more to activate and maintain, since you are stacking bonuses in the same area. Additionally, all agendas relating to ethics have been massively improved. I have had to modify certain base game files for this mod to work, so it will probably not be very compatible with mods that do the same. Also the mod was made with the idea that you can only have 1 Fanatic ethic, so mods that allow for more might be really op with this. Mod is 100% save game compatible.
