Basic Support Zones

What is this? Adds the basic support zones from 4. 2 to 4. 4++. Features 3 urban district zones, copied from the 4. 2 files ... Some changes were made "for balance". There is a planet limit of 1, but I've given the zone a singular building slot. This slot should take respective buildings of the correct type/building set. The resource production buff is now per planet instead of per district Added jobs and increased trade cost remain as per district. Overall this gives a good bonus but has less chance to exponentially scale out of control. The zones provide the appropriate job type, instead of the generic one. The multiplier for Ringworlds was reduced from x5 to x3. Compatibility Made with version 4. 3. 1 >> working with 4. 4.* Adds new zones, so alters the checksum, sorry!
