Improved AI war declaration

Improved AI war declaration mod overview This mod adjusts AI empire behavior to make wars more rational and opportunistic. The AI will only declare war on empires it perceives as weaker. After all, why risk war when defeat is a real possibility? The AI is generally more aggressive and will declare wars more frequently when favorable conditions are met. This functionality is included in Stellar AI. I may expand this standalone version with additional features (such as early game personality adjustments) if there is interest in using it separately from Stellar AI.
