This mod adds a new Fallen Empire: Utopia.(If there exisit Fallen Empire, there is a 33% chance of it occurring） He is an empire of extreme egalitarianism, very friendly to players（Except for the Terminator, the Extinguisher）, and has some new events. Due to the lack of extensive testing, there may be some bugs, please provide timely feedback.
