Federation Overhaul [4.4.x]

Federation Overhaul takes Federations to a next level: Most Federation types can now unify into a supranational superstate when reaching the final federation level. Research Federations have received a massive buff and scholarium vassals have been improved as well. Additional tweaks have been made to the Arena Combat-Challenge, as now Machines and Hive empires can participate in the fights as well, if a new law is passed. What this mod adds/changes: - 3 New Federation Law Categories - 6 New Federation Laws - 5 New Civics (added after Federal Unification) - Ability for Gestalt Empires to participate in the Arena Combat Challenge - New Event Texts for Arena Combat Outcomes - Arena Combat now respects a lot more Traits, Leader Traits and Civics - Research Federation members now truly share their technologies - Every federation member automatically receives all technologies the other members have researched each year (unlocked for non-research federations after reaching high centralization, must be enacted via law) - Scholarium Vassals now automatically share all their researched technologies with their overlord instead of only giving research bonuses - New Events More content is planned in the future, e.g. new federation types for pacifists and gestalts, so stay tuned!
