Donofett's Better Imperium - Galactic Imperium Overhaul 2.0 [for Stellaris v4.0]

Welcome, Emperor, to Donofett's Better Imperium! Ave Imperator! Morituri te salutant! This mod, as the name implies, is an overhaul to the Galactic Imperium mechanic introduced in Nemesis, and as such absolutely requires Nemesis to do anything. Summary of Features: Adds new resolutions to help the Emperor streamline the Imperium and give themselves more power... at the cost of major opinion maluses with every member state Improves existing resolutions, such as the Imperial Navigation Agency Adds a new flagship for the Emperor, the Executor New subject types and new espionage operations Compatibility Any mod that changes the Galactic Emperor or the Imperium as drastically as this mod does is going to be incompatible. I tried to overwrite as few files as possible, but some had to be done. Any mod that adds new subject types, including my Colonialism Subject mod, is incompatible. Nothing that can be done about this except to make a patch.
