Archaeology Sites WTF (3.12)

UPDATED FOR 3. 12 ANDROMEDA! Clears out completed archaeology sites automatically. Will wait a minimum of 1 year, and a maximum of 2 years before clearing a site (the clearing event runs on the first day of the year). Leaves the deposits behind, so you'll still get the minor artifacts that you can collect from some of them. UPDATE ON BEHAVIOR: Some people are still reporting problems with special sites being cleared too soon, even with the minimum one year delay. So I've added an edict! The edict will prevent any sites from being removed as long as it's active, effectively disabling the mod temporarily, for as long as the edict is active. Thanks to mzilli for Destroy Archeological Sites, it helped me figure out how some of this works. I recommend you grab that mod as well, because it will let you manually delete a site in case mine misses any.
