Say No to Nuclear Suicide

Primitives are supposed to have a 5% chance to nuke themselves every year, but, Paradox being Paradox, they made the event trigger every month instead. The chance of primitives nuking themselves is 12 times higher than it's supposed to be. This mod fixes the trigger to be annual instead of monthly so 99% of primitives won't commit suicide 2 seconds after you meet them. On further investigation, Paradox seems to have added an event to prevent nuclear catastrophe on observed primitives, so the mod is no longer necessary.
