[3.6+] Star-Spawn of Cthulu - Portrait update

Star-spawn of Cthulhu - Portraits for 3. 6+ Original code and all assets by jecrell Please check the original mod for screenshots of all the species included. This is just an update and rework to the wonderful mod by jecrell that introduces cosmic horrors from the Cthulhu mythos to your Stellaris game. This update ensures they work with 3. 6+, allows for multiple custom empires to spawn with the portraits, and introduces the city set found in the original mod's files. All portraits in this mod are STATIC and will not be animated. None of the vanilla meshes would work with these species at all and butchering these beautiful portraits to make them work is not happening. If jecrell asks for me to remove the mod I absolutely will to respect the original creator's wishes. Same thing applies to if he wants to update the original with my code.
