[3.14] Empires Expanded: Balance Submod

This is a submod for Empires Expanded, previously known as Civics Expanded Plus, intended to balance the basegame civics (and more in the future) to be more in line with the mod's additions. However, it is possible to use this submod independently. Features This mod overhauls all vanilla game civics . The main mod adds more civics, ascension perks, edicts and more! If you are interested, check out Empires Expanded. If you'd like a mod that adds only the civics of the main mod, check out Empires Expanded: Civics Only Version.
