【4.4】Reduce Espionage Operation Cost & Difficulty

Updated to 4. 4 This mod includes the following changes: 1. All espionage operations conducted by the player's empire receive： -3 difficulty，-50% Influence cost，-50% spynetwork needed, -50% operation upkeep (a global modifier that is compatible with mods that alter espionage operations). Now the modifier will apply at game start and sing player game save load 2. The score gained per level when building a spy network has been reduced from 5 to 4 (affects all empires, making progression faster overall). 3. The effects of relative Encryption have been significantly increased: - Operation difficulty modifier: from +4/-4 to +9/-9 - Spynetwork speed modifier: from +40%/-40% to +90%/-90% - Maximum infiltration modifier: from +40/-40 to +90/-90% In other words, the maximum benefits of superior Encryption have been greatly increased. 4. Assets now not only increase the maximum spynetwork level, but also boost base spynetwork speed (not compatible with other mods that modify Assets).
